Release 7648: Nginx 1.18.0

We’re gradually rolling out a new version of Nginx web server on Debian Buster Hypernodes. Nginx will be upgraded from nginx/1.16.1 to nginx/1.18.0. The changelog for the new version can be found here. The latest 1.18.0 build fixes some security vulnerabilities, and brings other enhancements.
